Each article has a Discussion page. That's where you can ask questions about the content of an article. (It is also a good practice to review the Discussion page before making changes to an article.) For broader questions, you can create a post in the Forum. You can also post a question on the Discussion page of any user, including admins, and that user will receive an alert the next time they visit.
When posting on a Discussion page or the Forum, please learn to use the 4 tildes, ~~~~, which is shortcut way of signing your name.
